A quick overview of the permissions model PAUSE uses, to decide who is allowed to do what with respect to modules on CPAN.
What happens when you upload a new module, register it, or are granted co-maintenance of a module? And what can you do, and not do, depending on these permissions?
I learned a few things (from ANDK) while writing PAUSE::Permissions, and will try to share them, concisely.
